Strengthening electoral transparency and security, the Chief Electoral Officer (CEO) of West Bengal, Manoj Kumar Agarwal, has announced the implementation of a QR code-based verification system along with a three-layer security mechanism for vote counting in the ongoing Assembly Elections 2026.
QR Code Verification Introduced
Agarwal stated that the Election Commission of India (ECI) has introduced QR codes in appointment letters issued to counting personnel and agents. This system is being deployed for the first time in these elections across five states.
According to the CEO, the QR codes are generated through ECI’s official software and will be used to authenticate individuals entering counting centres, ensuring only authorized personnel gain access.
Three-Layer Security System in Place
To further tighten security, a three-tier protection system has been established:
First Layer: Outer perimeter security and access control
Second Layer: Identity verification and restricted movement within premises
Third Layer: QR code-based authentication, ensuring digital verification of counting agents and officials
The third layer is expected to play a crucial role in preventing unauthorized access and maintaining the integrity of the counting process.
Future Rollout Across Elections
Agarwal emphasized that the QR code system will not be limited to the current elections. The ECI plans to implement this mechanism in all future elections and by-elections, making it a standard security protocol nationwide.

The move comes amid heightened political scrutiny and concerns over election integrity. The Election Commission aims to reinforce public trust by adopting technology-driven safeguards and ensuring a transparent counting process.
