India’s first Chief of Defence Staff General Bipin Rawat and former Uttar Pradesh chief minister Kalyan Singh have been posthumously conferred with Padma Vibhushan, the country’s second-highest highest civilian honour. The awards were announced on Tuesday, on the eve of 73rd Republic Day.
Senior Congress leader Ghulam Nabi Azad and former West Bengal CM Buddhadeb Bhattacharjee among those recognised for their contribution to Public Affairs.
The Padma Awards are one of the highest civilian awards of the country and are given in three categories – Padma Vibhushan, Padma Bhushan and Padma Shri. The awards are awarded in various disciplines and fields of activities – art, social work, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc.

The awards are announced on the occasion of Republic Day every year and are conferred by the President of India at ceremonial functions usually in March – April. Padma Vibhushan is awarded for exceptional and distinguished service while Padma Bhushan for distinguished service of high order.
