PM Modi Seva Jyoti Speech Highlights Article 370, Naxalism
The PM Modi Seva Jyoti speech focused on what the Prime Minister described as India’s efforts to find permanent solutions to long-standing national challenges, including Article 370, Naxalism and terrorism.
Addressing the ‘Seva Jyoti’ programme in New Delhi on October 7, Prime Minister Narendra Modi said the country was increasingly confronting problems that had once appeared difficult to resolve. The event marked 25 years of his continuous tenure as a head of government.

PM Modi Refers to Article 370
In his address, Modi said the issue of Article 370 in Jammu and Kashmir had once appeared endless and argued that its adverse effects had now been removed.
He said:
“The issue of Article 370 in Jammu and Kashmir once seemed endless... yet today, the wall of Article 370 has been completely demolished.”
The special status provisions under Article 370 were effectively abrogated by the Union government in August 2019. Government assessments in subsequent years have linked the move with changes in the security situation in Jammu and Kashmir, though its political and constitutional implications have remained a subject of public debate.
Naxalism Also Features in Seva Jyoti Address
Modi also referred to Naxalism, describing it as a challenge that had once been seen as a major national problem.
He said its “backbone has been broken”, presenting the government’s security approach as part of what he described as a broader effort to address persistent internal security threats.
This formed part of Modi’s wider message at the PM Modi Seva Jyoti speech that difficult national challenges should be addressed with long-term solutions rather than temporary responses.
PM Modi Speaks on Terrorism
The Prime Minister also spoke about terrorism and said there had once been a perception that terrorists and those supporting them would continue to challenge India.
He said:
“Such is India's indomitable will—we struck them down right inside their own strongholds.”
The statement reflected Modi’s political framing of India’s security policy and counter-terrorism approach. His remarks were made as part of a broader speech highlighting his government’s record and priorities.
Seva Jyoti Event Marks 25 Years in Government
The ‘Seva Jyoti’ programme was held at the Indira Gandhi Indoor Stadium in New Delhi and marked Modi’s completion of 25 continuous years as a head of government, beginning with his tenure as Gujarat Chief Minister in October 2001 and continuing through his terms as Prime Minister.
During the programme, Modi also spoke about public service, governance and his goal of a developed India by 2047.
