PM Modi Calls for BRICS Global Governance Reform Roadmap

Prime Minister Narendra Modi has called for a comprehensive BRICS Reform Roadmap aimed at transforming global governance and ensuring greater representation for the Global South.

Addressing the 18th BRICS Summit in New Delhi, PM Modi said India’s BRICS Presidency has followed a people-centric and humanity-first approach, with a focus on resilience, innovation, cooperation and sustainability.

As BRICS marks 20 years of its journey, the Prime Minister said the grouping has reached a stage of greater maturity and responsibility.

He emphasized that BRICS is not against anyone but seeks to advance cooperation through mutual respect, consensus and an approach of taking everyone along.

PM Modi Proposes 10 Global Governance Reform Measures

Highlighting the growing role of the Global South in addressing global crises, PM Modi pointed out that developing countries remain underrepresented in global decision-making.

He proposed that BRICS countries collectively prepare 10 proposals for reforming global governance, with the aim of shaping them into a “BRICS Reform Roadmap” by the next summit.

According to the Prime Minister, the roadmap should focus on three key areas:

Representation
Responsiveness
Rule-making

PM Modi stressed that reform of the United Nations Security Council can no longer be delayed, calling for negotiations to be linked to a definite timeline and clear outcomes.

He also called for greater alignment of voting power, leadership positions and policy priorities in international financial institutions with present-day economic realities.

Focus on Empowering the Global South

The Prime Minister said countries driving global economic growth should have an appropriate role in shaping global economic governance.

He further proposed using BRICS to strengthen the capabilities of young diplomats and policymakers from the Global South through negotiation skills, practical training and legal expertise.

PM Modi emphasized the need to transform the Global South from a rule-taker into a rule-shaper, while placing human development at the centre of global cooperation.

He also expressed his gratitude to BRICS members and partners for their active contribution and support in making India’s BRICS Presidency a success.
