West Bengal Film Policy proposes an 18-point roadmap to revive Tollywood Bengal Film Policy is set to form the basis of a proposed 18-point roadmap aimed at reviving the Bengali film industry and creating a more transparent, professional and technology-driven ecosystem for Tollywood.

The West Bengal government is preparing a comprehensive West Bengal Film & Shooting Policy to address long-standing concerns involving producers, technicians, guilds and filmmakers. The proposed framework is expected to simplify shooting procedures, strengthen welfare measures and improve accountability across the industry.

The roadmap focuses on several areas, including timely payment of technicians, grievance redressal, digital transformation, shooting permissions, social security, distribution, infrastructure and opportunities for young filmmakers.

Technician Welfare and Payment Security

One of the major priorities under the proposed West Bengal Film Policy is protecting the financial interests of technicians working in the Bengali film industry.

The government is considering measures to identify cases in which technicians are allegedly denied their legitimate dues or receive payments below agreed amounts. Guilds may be given a greater role in identifying line producers who repeatedly delay payments.

A proposal is also being considered to blacklist producers found guilty of repeatedly withholding technicians' payments. Such producers could potentially be prevented from undertaking future work within the industry.

Proposed SOP for Producers

A Standard Operating Procedure (SOP) for producers is also being discussed. The proposed guidelines could cover:

Timely payment of technicians and workers

Professional conduct on shooting floors

Prevention of harassment

Food arrangements during shoots
Workplace safety

Transportation facilities after late-night shoots
Respectful treatment of technicians and other workers

The broader objective is to create a safer and more professional working environment for everyone involved in film production.

Federation Revival and Grievance Redressal
Another important aspect of the proposed roadmap is strengthening coordination between different stakeholders in Tollywood.
