Birbhum Illegal Mining Crackdown Unearths Assets Worth Over ₹100 Crore

Birbhum illegal mining crackdown has emerged as a major success for the West Bengal government, with the state police uncovering assets, vehicles and properties allegedly linked to an illegal sand and stone mining network. Chief Minister Suvendu Adhikari said the ongoing operation has not only targeted the alleged racket but has also resulted in a significant increase in state revenue.

The Chief Minister said revenue leakage from mining activities had repeatedly been raised during administrative meetings and interactions with industry representatives. According to him, the recent enforcement drive has produced substantial results, with revenue collection from a major stone-mining cluster increasing sharply.

Birbhum Illegal Mining Crackdown Boosts State Revenue

According to the Chief Minister, the government collected nearly ₹83 crore in revenue from a single stone-mining cluster between May 11 and June 11. He said the figure has subsequently crossed the ₹100-crore mark.

The increase in revenue has been highlighted by the state government as evidence of the financial impact of stronger enforcement against alleged illegal mining and revenue evasion.

The Birbhum illegal mining crackdown is focused primarily on activities associated with sand and stone mining, with investigators examining financial transactions, property holdings and other assets allegedly connected to the network.

Properties and Gold Allegedly Linked to Mining Network

During the investigation, authorities reportedly conducted searches at several locations and identified substantial assets.

The Chief Minister said a raid at the residence of Minar Mandal led to the discovery of assets estimated at around ₹28 crore. Gold valued at approximately ₹50 crore was also reportedly found.
Investigators also traced around ₹93 crore across multiple bank accounts allegedly belonging to Tulu Mandal, also known as Najimuddin Mandal. The accounts have reportedly been frozen as part of the investigation.

Cash, Vehicles and Properties Seized

A search of Tulu Mandal's residence reportedly resulted in the seizure of:
₹53 lakh in cash
Three cash-counting machines
83 trucks and dumpers
23 properties
Seven houses
A farmhouse
Nearly 300 bighas of land
According to the state government, proceedings have been initiated to confiscate the identified properties under applicable laws.

The reported seizures form a significant part of the ongoing Birbhum illegal mining crackdown, as investigators seek to determine the full scale of the alleged operation.

Arrest and Detentions in Birbhum Mining Case

Minar Mandal has been arrested in connection with the investigation, according to the Chief Minister. Five other individuals have also reportedly been detained for questioning.

Police have additionally seized 242 vehicles allegedly connected with the investigation. The vehicles are expected to be auctioned in accordance with applicable legal procedures.

Authorities are continuing to examine the ownership and operational links associated with the seized vehicles and properties.

Police Probe Continues Under BNS Provisions

The investigation is being conducted under various provisions of the Bharatiya Nyaya Sanhita (BNS), the Chief Minister said.

Adhikari praised the Birbhum Superintendent of Police and the district police team for their role in the operation.

He also said Tulu Mandal is currently believed to be outside West Bengal and that instructions have been issued to the Director General of Police to take steps to secure his arrest.

The investigation will determine the exact role of individuals allegedly involved in the mining network and establish how the financial transactions and assets were connected to the alleged illegal activities.

STF to Share Further Details

The Chief Minister also indicated that the investigation could have wider dimensions.
According to him, the alleged mining network may have international links. He said the Special Task Force (STF) is expected to provide further details about the investigation during a press briefing.

The authorities are expected to examine the alleged network's financial channels, associates and possible connections beyond Birbhum.

Until the investigation is completed, the allegations and suspected links remain subject to verification by the competent authorities.

Political Allegations Over Illegal Mining

The Chief Minister alleged that an operation of the scale attributed to the accused could not have continued without political patronage during the previous regime. However, these allegations have not been independently established by a court or other competent authority.

Adhikari also alleged that revenue evasion had continued for several years and said the government would take action against anyone found responsible.

He stressed that investigations would not be limited to individuals directly associated with the mining activities and that officials found involved, including those working in the land administration or local police establishments, could also face action.

Government Plans to Use Recovered Revenue for Development

The Chief Minister said revenue recovered through stronger enforcement would be used for public development.

According to him, the government intends to utilise the additional revenue for building schools and colleges and creating employment opportunities.
The administration has also highlighted the financial gains from sand-quarry auctions. The Chief Minister cited Finance Department figures indicating that such auctions have generated ₹13.5 crore.

He further claimed that the state's overall revenue collection has increased by 12.5% year-on-year.
