India’s External Affairs Minister Dr S. Jaishankar addressed the inaugural session of the 9th Indian Ocean Conference, emphasizing the need for stronger regional cooperation, resilience, and trusted partnerships in an increasingly fragmented world. Key Highlights from Jaishankar’s Address: Indian Ocean as a Shared Ecosystem: Dr. Jaishankar described the Indian Ocean as more than a geographic framework—calling it a vital ecosystem that serves as a resource provider, a connectivity hub, and a shared cultural space. He stressed that global disruptions significantly impact all member states in the region. Focus on Long-Term Regional Goals: He underlined the importance of deepening regional cooperation, strengthening economic ties, rebuilding connectivity, and reviving traditional linkages across nations. Need for Resilience in a Fragmented World: In the face of growing geopolitical competition and fragmentation, Jaishankar emphasized the importance of building resilience and fostering trusted partnerships among nations. Addressing Global Chokepoints: The Minister highlighted the need to overcome multiple chokepoints—physical, financial, technological, and knowledge-based—to ensure global economic stability and growth. Collective Approach for the Global South: Calling the Indian Ocean a “Global South Ocean,” he stressed the need for collective resilience to tackle conflicts, disruptions, and disasters. He noted that India’s Neighbourhood First policy and Vision MAHASAGAR reflect this commitment. External Affairs Minister S. Concluding his remarks, Dr. Jaishankar invoked the “spirit of the monsoons” as a metaphor for cooperation, urging nations to work together in navigating global challenges and ensuring sustainable growth in the region. He also extended his best wishes for successful deliberations at the conference.
