Marco Rubio Says India's Heavy Crude Refining Capacity Could Support Global Energy Needs
US Secretary of State Marco Rubio on Tuesday described India as a “refining superpower,” highlighting the country’s ability to process heavy crude oil and its potential role in meeting global energy demand as Venezuelan oil production expands.
Speaking to reporters in Mumbai during his three-day visit to India, Rubio said the United States delegation would discuss oil production opportunities in Venezuela with Reliance Industries.
“India is a refining superpower. They have the capability to refine heavy crude. They've done so in the past, and I think as more and more Venezuelan oil comes online, it's something they can do,” Rubio said.
US Sees Greater Role for India in Venezuelan Oil Production
Rubio also pointed out that Indian companies have existing oil concessions in Venezuela that could potentially support increased production.
He described these opportunities as positive developments, while acknowledging that Venezuelan oil alone would not be sufficient to offset potential disruptions to global energy supplies.
However, he said increased production could provide meaningful support in the short term and contribute more substantially over time.
The US Secretary of State confirmed that discussions with Reliance would cover the possibility of producing oil in Venezuela. He also noted that sanctions and other potential obstacles would need to be addressed before such opportunities could advance.
Rubio Welcomes India's Oil Diversification Strategy
Rubio further stated that India had made “substantial progress” in diversifying its oil purchases, describing the move as a smart approach to energy security.
His remarks underscore the potential for closer India-US cooperation in the energy sector, particularly in refining, crude oil sourcing and production opportunities linked to Venezuela.
With India possessing significant refining capacity and seeking to diversify energy supplies, discussions involving Venezuelan crude could open new avenues for cooperation. However, the scope of any future arrangements will depend on commercial considerations, applicable sanctions and further discussions between the parties.
The proposed engagement with Reliance highlights energy security as an important issue on the agenda during Rubio’s visit to India.
