Rajnath Singh Calls for United Action Against Terrorism at SCO
India on Tuesday called on member states of the Shanghai Cooperation Organisation (SCO) to unite against terrorism, asserting that there can be “no justification” for terrorism and “no double standards” in tackling the menace.

Addressing the 25th Meeting of the Council of Heads of Government of the SCO in Dushanbe, the capital of Tajikistan, Defence Minister Rajnath Singh urged member countries to make concerted efforts to dismantle the entire ecosystem of terrorism. Pakistan’s Deputy Prime Minister Ishaq Dar was also present at the meeting.
“There can be no justification for terrorism, no double standards in addressing it, and no place for those who finance, support, or provide safe havens to terrorists,” Singh said.
The Defence Minister highlighted the devastating consequences of terrorism, stating that it results in the loss of innocent lives, disrupts investment and commerce, radicalises societies, and deprives young people of the opportunities they deserve. Describing terrorism as one of the gravest threats to peace and development, he called for coordinated international action against those responsible for sustaining terrorist networks.
Rajnath Singh Emphasises SCO's Core Principles
Singh also referred to the deliberations at the SCO Summit in Bishkek in August–September 2026, where Prime Minister Narendra Modi highlighted the need for concrete action by the organisation on security, connectivity and opportunity.
He stressed that the SCO must remain effective and committed to the principles of sovereign equality, consensus and mutual respect among member states.
“A greater number of institutions does not necessarily translate into greater achievements,” Singh said, emphasising that new mechanisms should address clearly identified needs, avoid duplication and deliver practical benefits to member countries.
Calls for Concrete Action Amid Global Uncertainty
The Defence Minister further underscored the importance of building consensus within the SCO and translating it into tangible outcomes amid an uncertain global economic environment.
He pointed to growing geopolitical tensions, disruptions to trade and supply chains, concerns over energy and food security, and emerging technological divides as key challenges facing the international community.
Singh's remarks reinforced India's position that the fight against terrorism requires a unified approach, without selective responses or double standards, alongside stronger cooperation among SCO members to safeguard regional security and promote sustainable development.
