Speaking on the theme βStructural Excess Capacity and Production,β Goyal said trade distortions can arise when market concentration is accompanied by hidden subsidies and other forms of support.
He highlighted India's approach to addressing unfair trade practices, including dumping and predatory pricing, through measures available under World Trade Organization (WTO) rules. These include anti-dumping and countervailing duties, which are applied on the basis of evidence.
Goyal also stressed that discussions on excess capacity should be based on a shared and evidence-based understanding of the issue. He underlined the importance of distinguishing between capacity expansion driven by market distortions and expansion arising from legitimate development requirements.
According to the Union Minister, recognising genuine development needs is essential while addressing concerns related to global production capacity and trade distortions.
His remarks at the G20 meeting come amid broader discussions among major economies on fair competition, global production capacity and the rules governing international trade.
