West Bengal Secretariat New Town is set to become the proposed new administrative hub of the state, with the government planning to shift the state secretariat from Nabanna in Howrah to a new complex in New Town.

According to administrative sources, the government led by Chief Minister Suvendu Adhikari is considering the construction of a modern secretariat building with a target of completing the project within three years.

The proposed complex is expected to bring all 54 departments of the West Bengal government under one roof, potentially transforming the way the state administration operates.

West Bengal Secretariat to Move From Nabanna to New Town

The proposed West Bengal Secretariat New Town project would mark another major relocation of the state's administrative headquarters.

At present, Nabanna in Howrah serves as the principal administrative headquarters. However, only around seven to eight government departments are currently housed there.

Several other departments operate from different government buildings across Kolkata and Salt Lake, including the New Secretariat Building, Jessop Building, Bikash Bhavan and Swasthya Bhavan. Some branches continue to function from the historic Writers' Building.

The proposed New Town complex is intended to consolidate these scattered offices.

54 Departments Planned Under One Roof

One of the most significant features of the proposal is the plan to accommodate all 54 state government departments within a single administrative complex.

The proposed building could cover nearly 50 lakh square feet and is estimated to cost around ₹300 crore, according to administrative sources.

Lower Administrative Costs

Officials believe bringing government departments and the Chief Minister's Office under one roof could reduce several operational expenses.

The consolidation could potentially lower:

Fuel and vehicle expenses

Electricity and maintenance costs

Infrastructure-related expenditure

Travel time between government offices

Administrative coordination costs

Officials also believe that having departments

located together could make communication and coordination between different wings of thegovernment more efficient.

17.28-Acre New Town Site Proposed

The proposed secretariat complex is likely to come up on a 17.28-acre plot in New Town.

The land had reportedly been earmarked by the previous administration for the proposed "Durga Aangan" project. That project has now been shelved by the new government, according to administrative sources.

The location also offers an important connectivity advantage because of its proximity to Kolkata airport.
The airport connection could be particularly useful for senior officials, visiting delegations and other government-related travel.

Traffic Connectivity Remains a Challenge

While New Town offers several advantages, traffic connectivity remains a major concern for the proposed administrative hub.

The E.M. Bypass and surrounding roads already experience heavy traffic, while a proposed 7.4-km, four-lane elevated corridor between Chingrighata and New Town is yet to be completed.

Administrative officials are reportedly hopeful that the elevated corridor could be completed within around 18 months after the tendering process, provided central assistance is available.

If completed within that timeframe, the corridor could be operational before the proposed secretariat building is ready.

What Will Happen to Existing Government Buildings?
The proposed relocation also raises questions about the future of several government-owned properties currently occupied by state departments.

Administrative sources have suggested that some high-value properties could potentially be monetised through public auctions or long-term leases.

Such a move could generate substantial revenue for the state government.

Bikash Bhavan Could Generate Significant Revenue
Among the properties being discussed is Bikash Bhavan, a prominent government building in Salt Lake.

Sources have estimated that the property could potentially generate between ₹3,000 crore and ₹4,000 crore if auctioned at prevailing market rates.

However, no final decision has reportedly been taken regarding the sale or leasing of these properties.

Any such move would require detailed assessment and a formal government decision.

Future of Historic Writers' Building

The proposed West Bengal Secretariat New Town plan could also change the future role of Writers' Building.

The historic structure in central Kolkata has long been associated with Bengal's administrative history and India's freedom movement.

Administrative sources have suggested that Writers' Building could eventually be converted into a museum.

Such a transformation would give the historic structure a new public and cultural role while preserving its connection with Bengal's political and administrative past.

A Major Overhaul of West Bengal's Administrative Infrastructure

The proposed move from Nabanna to New Town represents more than a change of location.

By bringing all 54 departments and the Chief Minister's Office together, the government is looking to create a centralised administrative hub that could reduce operational expenses and improve coordination.

The proposed 50-lakh-square-foot complex, estimated to cost around ₹300 crore, would be one of the state's major administrative infrastructure projects if approved and implemented as planned.

At the same time, the success of the project will depend on timely construction, improved road connectivity and clear decisions regarding existing government properties.

The West Bengal Secretariat New Town proposal could mark a significant new chapter in the state's administrative infrastructure.

The government is reportedly targeting completion of the new secretariat within three years, with all 54 departments planned to operate from the proposed complex.

The project could also reshape the future of existing government buildings, while the historic Writers' Building may eventually receive a new identity as a museum.

With land, connectivity, construction timelines and financing still requiring detailed planning, the proposed shift will remain closely watched as West Bengal prepares for a possible new administrative headquarters in New Town.
