West Bengal Chief Minister’s Health Insurance Scheme is set to provide cashless medical treatment of up to ₹5 lakh per eligible family every year, according to the state government’s proposed framework. The scheme is primarily intended to cover residents who are not receiving benefits under the Centre’s Ayushman Bharat health insurance programme.

The West Bengal government has already outlined eligibility and exclusion criteria for the scheme, which will determine who can access the proposed healthcare benefits.

The State Cabinet approved the scheme at a meeting held on July 22. Following the approval, the government announced that the programme would be introduced for eligible residents who are outside the coverage of Ayushman Bharat.

What Is the West Bengal Chief Minister’s Health Insurance Scheme?

The West Bengal Chief Minister’s Health Insurance Scheme aims to reduce the financial burden of hospitalisation and major medical treatment for eligible families.

Under the proposed framework, each eligible family can receive cashless healthcare coverage of up to ₹5 lakh annually. Treatment will be available at hospitals empanelled under the scheme, subject to the prescribed packages, conditions and eligibility rules.

Eligible family members will receive individual identification cards, which can be used to access cashless treatment at participating hospitals.

Who Will Be Eligible?

The state government's guidelines specify several categories that may qualify for coverage, provided they meet the conditions prescribed under the scheme.

Residents Meeting the Prescribed Criteria

Residents of West Bengal who fulfil the government's eligibility conditions can apply for the scheme. The guidelines also include certain families with annual incomes above ₹8 lakh, subject to the specific conditions laid down by the government.

Government Employees and Pensioners

Certain employees and pensioners associated with municipalities, Zilla Parishads, autonomous bodies, autonomous corporations, societies and boards under the state or Central governments may also be covered, subject to applicable rules.

Some state and Central government employees and pensioners receiving medical allowances or other healthcare benefits under government provisions may also fall within specified eligibility categories.

Family Members Above 70

Family members aged above 70 years may also be eligible, subject to the conditions prescribed by the government.

The exact applicability of the scheme will depend on the eligibility requirements and exclusions mentioned in the official guidelines.

Who Will Not Be Eligible?

The government has also identified categories that will remain outside the West Bengal Chief Minister’s Health Insurance Scheme.

Beneficiaries Already Covered Under Ayushman Bharat

People who already receive health insurance benefits under Ayushman Bharat will not be eligible for the proposed state scheme.

This is because the programme is primarily intended to provide healthcare coverage to residents who are outside the existing Central health insurance network.

Existing Government Health Scheme Beneficiaries

Employees and pensioners who are already covered by specified government health insurance or medical benefit programmes will also be excluded where the rules prescribe such exclusion.

Certain government employees and pensioners who receive healthcare benefits under existing government provisions may similarly fall outside the scheme.

Applicants Not Meeting Eligibility Conditions

A person cannot automatically claim benefits simply because another member of the family qualifies.

Every beneficiary must satisfy the relevant eligibility requirements. Applicants who do not meet the prescribed conditions will not be entitled to benefits merely through family association.

Certain applicants involved in pending cases or proceedings before relevant authorities may also face restrictions under the government's notified eligibility conditions.

Cashless Treatment at Empanelled Hospitals

One of the major features of the West Bengal Chief Minister’s Health Insurance Scheme will be cashless treatment.

Eligible beneficiaries will be provided with individual identification cards. These cards can be used at hospitals empanelled under the scheme to access covered medical treatment without making upfront payments for eligible packages.

The government will bear the treatment cost according to the packages, limits and conditions prescribed under the programme.

₹5 Lakh Annual Health Cover

The proposed annual coverage limit is ₹5 lakh per eligible family.

The coverage could help families manage the cost of hospitalisation and major medical procedures, particularly when treatment expenses become difficult to meet through household income alone.

However, beneficiaries will need to follow the scheme's rules, including the conditions applicable to treatment packages and empanelled hospitals.

Why the Scheme Is Significant

The proposed West Bengal Chief Minister’s Health Insurance Scheme is aimed at filling a healthcare coverage gap for residents who are not beneficiaries of Ayushman Bharat.

Medical treatment, particularly hospitalisation and major procedures, can impose a substantial financial burden on families. Cashless coverage could reduce the need for eligible beneficiaries to arrange large amounts of money at the time of treatment.

The government has therefore positioned the scheme as an initiative to improve access to healthcare while providing financial protection to eligible households.

Eligibility and Exclusions Will Be Important
While the ₹5 lakh coverage is the headline feature of the West Bengal Chief Minister’s Health Insurance Scheme, applicants will need to carefully check the eligibility criteria before seeking benefits.

The scheme contains specific provisions covering government employees, pensioners, senior family members and residents with different circumstances.

At the same time, people already receiving certain healthcare benefits may be excluded.

Therefore, eligibility should be determined according to the official government notification and applicable conditions rather than solely on the basis of family income or residence.

The West Bengal Chief Minister’s Health Insurance Scheme is set to offer eligible families cashless medical treatment worth up to ₹5 lakh every year. The initiative is primarily targeted at residents who are not covered by Ayushman Bharat.

The scheme will provide individual identification cards and allow beneficiaries to access covered treatment at empanelled hospitals. However, eligibility will depend on the conditions prescribed by the state government, while several categories of existing government health-benefit recipients and Ayushman Bharat beneficiaries will remain excluded.

Once implemented, the scheme could provide an additional healthcare safety net for eligible families across West Bengal, particularly those facing significant hospitalisation and treatment expenses.
