Fadnavis Sets 10-Year Target to Make Mumbai Slum-Free

Maharashtra Chief Minister Devendra Fadnavis has set an ambitious target of making Mumbai slum-free within the next 10 years, outlining a comprehensive redevelopment strategy based on a cluster approach.

Speaking at the National Real Estate Development Council (NAREDCO) Maharashtra's 'Change of Guard Ceremony' in Mumbai, Fadnavis said the next phase of Mumbai's growth will be driven by large-scale redevelopment, including the Dharavi redevelopment project, MHADA colony redevelopment and modernisation of BEST depots.

Dharavi Redevelopment to Gain Momentum

Fadnavis said the Dharavi redevelopment has already begun, with a target of constructing 10,000 rehabilitation tenements by January 2029.

He also highlighted the need to redevelop MHADA colonies that were developed around five decades ago. According to the Chief Minister, better and more efficient utilisation of available land will be central to Mumbai's planned urban development.

BEST depots are also expected to undergo significant transformation. The proposed mixed-use developments will include modern bus terminals and passenger facilities alongside commercial and residential spaces, museums, sports facilities and entertainment amenities.

The redevelopment is expected to create new revenue streams for BEST while transforming Mumbai's urban landscape.

MMR Economy Targeted to Reach $1.5 Trillion

Fadnavis said the development plan for the Mumbai Metropolitan Region (MMR) has been prepared with the objective of taking its economy to $1.5 trillion by 2047.

He said next-generation urbanisation will accelerate across the MMR, Pune Metropolitan Region and Nagpur

Metropolitan Region. MMR is also emerging as a major hub for data centres, with around 60% of India's data-centre capacity being developed in the region.

The Chief Minister also pointed to planned ecosystems for smart manufacturing, frontier technology and deep-tech industries.

'Mumbai 3' and New Urban Centres

Fadnavis said implementation of 'Mumbai 3' has already begun, with multiple urban centres planned around concepts such as Smart City, Edu-City, Medi-City and Innovation City.
A proposed 24-km Sea Link from Uttan to Virar is also expected to improve connectivity and help make Mumbai's traffic movement faster and more signal-free.

Vadhavan Port to Drive 'Fourth Mumbai'

Fadnavis highlighted the potential of Vadhavan Port, describing it as roughly three times larger than JNPT and a major catalyst for Maharashtra's maritime economy.

The port is expected to generate around 10 lakh job opportunities in Palghar district, creating demand for new urban centres and supporting the development of what

Plans also include connecting Vadhavan Port and JNPT to Nashik through a dedicated freight corridor, with further connectivity towards Jalna, Wardha and Gadchiroli through the Samruddhi Mahamarg.

Pune and Nagpur Also in Focus

The Chief Minister said 'New Nagpur' is being developed with plug-and-play industrial facilities and urged real estate entrepreneurs to capitalise on emerging opportunities.

In Pune, land acquisition for the proposed new airport has been completed, while the tender process for construction is expected to begin this year. The area around the new airport is planned to host global capability centres and a smart manufacturing ecosystem.

Fadnavis also said the government aims to develop the Mumbai-Pune Corridor as a 'Quantum Corridor'.

AI Set to Transform Real Estate and Jobs

Highlighting Maharashtra's young population, Fadnavis said the state has around 3 crore people in the 18-to-28 age group.

He noted that artificial intelligence is likely to significantly change the nature of employment and businesses in the coming years. The Chief Minister called for greater adoption of new technologies in the construction sector to enable faster, more modern and efficient construction methods.

Fadnavis also said that stronger partnership between the government and the real estate industry could help give Maharashtra's urban development a new direction.
